Relationship Between Terrorism Finance and Financial Intelligence Within the Scope of Egmont Group Strategic Plan (2022-2027)

Summary

Terrorism is one of the greatest threats of our age. Strict cutting of financial resources is an important issue in the fight against terrorism. However, the current state of technology and human intelligence necessitates a comprehensive struggle to prevent financial resources. In this study, the importance and role of financial intelligence in the fight against the financing of terrorism is evaluated. In this context, the Strategic Plan (2022-2027) of the Egmont Group, an international financial intelligence organization, is examined and some findings and suggestions for Türkiye are put forward. The study, in which qualitative research techniques were used, was basically shaped by examining the objectives in the strategic plan using the document analysis technique. According to the findings, the Egmont Group's efforts to facilitate the cooperation and harmony of stakeholders, ensure accessibility in information sharing, and use technology as a facilitator in the use of financial intelligence tools are important in the thematic areas and strategic objectives prepared to prevent the financing of terrorism. Türkiye strives to use intelligence tools effectively in the fight against the financing of terrorism. However, to increase the level of effectiveness, the Egmont Group's vision must carefully considered. As a result, the Strategic Plan contains important clues about taking a holistic approach to financial intelligence in the fight against the financing of terrorism.
